Here's a summary of Top Gear Rally's Play Modes and Default Controls:

Play Mode Description
Championship Standard 1-player racing. Get points for finishing at a high rank. Every 10 points a new car is awarded, and play moves on to a new "season." Save your progress to 2 pages of a Controller Pak.
Arcade 1 race for 1 or 2 players. Choose your weather conditions (sunny not available for 2-player games) and number of laps. Then race from checkpoint to checkpoint in the allotted time.
Time Attack Try for new records without the pressure of competition. The fastest run can be saved to a controller pak for use with a "ghost car," but each time I tried this, the game froze. The weather is always sunny in this mode.
Practice Race with no competition or time restrictions. For 1 or 2 players, but the weather cannot be sunny for two player games.
Paint Shop Customize your car's exterior and save your work to 62 pages of a Controller Pak. One design can be applied to all Top Gear Rally cars.
Load/Save Load and save various data.
Car Setup (before a race) Adjust the handling (I prefer setting 2 or 3), select manual or automatic transmission, adjust your suspension, and load saved Paint Shop car designs.

Control Stick Steer (press down to move in reverse)
A Gas.
B Brake.
A + B Activate the "emergency brake." This is usefull for sliding into big turns.
Z Shift Down (manual transmission)
R Shift Up (manual transmission)
Top C Select the 1st person perspective.
Left C Select the inside car view with view of the hood and rear view mirror.
Bottom C Select the 3rd person perspective.
