Here's a summary of All Star Baseball '99's Play Modes and Controls:
Play Mode Description
Exhibition Play a single one-player or multi-player game.
Season Take a team through a season.
Playoffs Take a team through the Playoffs.
Home Run Derby (TM) Try for the most home runs in this batting face-off.
General Manager Trade players, draft players, create a player, etc.

 
Button Action
Control Stick Move fielder. Move the batting and pitching cursors.
A Swing bat. Slide into a base. Make a diving catch in the field. Throw a pitch. Press with up or down on the Control Stick when you're pitching to shift the infield.
B Toggle between power and regular bat swings. Make a jump catch in the field. Pitch out. Press with up or down on the Control Stick when you're pitching to shift the outfield.
C Buttons Use the C Buttons as a miniature baseball diamond. To throw to a base, use the C Button that corresponds to that base. To run to a base, press Z and the corresponding C Button. To retreat to a base, press R and the corresponding C Button. The C Buttons are also used to select your pitch.
Bottom C Bunt. Hold Bottom C and press Left C to increase bunt power. Hold Bottom C and press A to bunt and slash.
Z Lead off all runners (hold to steal.) To make a single runner steal, press the C Button for the base he's on while pressing Z.
R Use with the C Buttons to retreat to a base.
Start Pause/options.
