ISS 64 lets you play Soccer just about any way imaginable. Unfortunately, the manual does a horrid job of explaining how to play the game. In fact, most of the game's options aren't even covered in the manual. Despite this, here's what I've been able to piece together for the game's play mode descriptions and control scheme:

Play Mode Description
Open Game One game for 1-4 players. You can set everything from team strength to the weather. Multi-player games can be played cooperatively (on the same team) or adversarialy (on opposing teams).
International Cup 1-4 players may play cooperatively through several games to attempt to win the International Cup. Tournament progress can be saved to a Controller Pak after each game. Up to two saved games can be held per ISS 64 data block.
World League 1-4 players may play cooperatively through a 70 game season. Season progress can be saved to ISS 64 data on a Controller Pak. Up to two saved games can be held per ISS 64 data block.
Options Game difficulty, Referee selection, and more can be decided and saved to a Controller Pak.
Penalty Kick Shoot-outs 1-4 players can play cooperatively or adversarialy in a Penalty Kick shoot-out.
Scenarios 1-4 players can play cooperatively to win various game situations (i.e. down by x number of goals with t time left).
Training While no instruction is given, you can use this mode to figure out/get the hang of the controls.

Control Stick / D-pad Movement Movement
A Pass Press while moving to easily steal the ball. Press while standing still to kick the ball away from opponent and regain possession.
B Shoot N/A
Top C Through Pass / Back Pass N/A
Left C Press and hold while standing still to juggle the ball on your knees. Press once to kick ball straight up. Press again to execute a Header. Once the ball has been headed, keep pressing Left C to consecutively head the ball. Press while moving to punt the ball forward. Slide Tackle (easily foulable)
Right C A quick pass to another team member followed by a short kick. N/A
Bottom C Hold while moving to dash (note that this keeps the ball further away and easier to be stolen). Hold While Moving to dash.
L, Z If you've set up in-game strategies, press with the appropriate C button to execute a strategy. If you've set up in-game strategies, press with the appropriate C button to execute a strategy.
R Switch player (note that the computer will usually switch for you, so only use if necessary). Press during a corner kick/goal kick to switch from kick to pass.
